The 2020 Hainan Provincial Public Security Organs' Foreign Language Proficiency Improvement Training Demonstration Class has been successfully concluded!

From December 21st to 25th, the Organization Department of the Hainan Provincial Committee of the Communist Party of China and the Hainan Provincial Public Security Department jointly organized the 2020 Hainan Provincial Public Security Organs' Foreign Language Proficiency Improvement Training Demonstration Class. 60 police officers from all cities and counties in the province participated in the training.

1. Give full play to the role of demonstration and leading

The purpose of this demonstration class is to implement the Hainan Provincial Government's Action Plan for Comprehensively Raising Citizens' Foreign Language Proficiency in Hainan Province, the Provincial Party Committee Organization Department's Action Plan for Comprehensively Raising the Foreign Language Proficiency of Civil Servants in Hainan Province from 2020 to 2025, and the Hainan Provincial Public Security Organs to Raise Civil Police Foreign language proficiency action plan (2020-2025)" document spirit, to further promote the Hainan Provincial Public Security Organs to improve the foreign language proficiency of the police, taking this demonstration class as an opportunity to give full play to the role of demonstration and guidance, and promote the in-depth development of the police’s foreign language proficiency improvement action. The combination of improving foreign language proficiency, cross-cultural communication skills and police work application scenarios has made new contributions to the construction of Hainan Free Trade Port.

2. Pre-opening survey and course development

"Hainan Foreign Language" conducted a detailed questionnaire survey on this training demonstration class, clarified the training needs of the Public Security Department, and developed targeted courses based on the background of Hainan Free Trade Port, and carried out public English courses and public security professional English courses The scientific configuration.

3. The students have a solid foundation in English

Among the trainees selected by the Public Security Department this time, there are 12 students with Level 8 of Professional English, 15 students with Level 6 of College English, and most of the other students are Level 4 of Professional English or Level 4 of College English. This training "Hainan Foreign Language" organized high-quality teachers from both inside and outside the province, including three foreign-related police experts from Guangdong Police Officer Academy with outstanding teaching skills and superb language literacy, and language and culture experts from the School of Foreign Languages of Hainan University. They are: Associate Professor Li Xiang, Director of the Professional English Teaching and Research Section, and Head of Police English Courses. In 2014, he won the first prize of Guangdong Provincial Teaching Achievement Award and the first prize of National Teaching Achievement Award, and a member of the foreign police translation team of Guangdong Police Academy.

Chen Xiao, religious officer, deputy director of the Professional English Teaching and Research Section, 4 years of foreign police work experience in the Ministry of Public Security, presided over a number of provincial and ministerial projects, member of the foreign police translation team of Guangdong Police Academy.

Instructor Liu Disha, graduated from the University of Warwick, UK, is a lecturer in the training class of the Guangdong Provincial Public Security Organ’s Peacekeeping Police Force. First prize, participated in the compilation of the textbook of "Joint English Judicial Management Module".

Teacher Li Fen, a key lecturer at the School of Foreign Languages of Hainan University, went to Nanyang Technological University in Singapore and the University of Essex in the UK for further studies. 5. Curriculum

"Hainan Foreign Language" tailored training courses based on the actual work needs of the Hainan Provincial Public Security Department, including:

(1) Theoretical courses

A summary of the cultures of various countries, cultural differences and communication taboos, matters for attention in international exchanges (diplomatic etiquette, foreign police etiquette, diplomatic and consular privileges), introduction to Hainan’s native culture, basic exchanges (airport pick-up, drop-off, how to contact (telephone, Mail)), security inspection and security, general police English course (110 pick up police, route guidance, rescue foreign personnel, international police exchanges (introduction to Hainan police)), public security management (handling disrupting public order, prostitution, whoring, Examples of police affairs such as violations of the personal rights of others, drug abuse cases, etc.).

The police foreign language course focuses on the communicative function and law enforcement language standardization. This course is oriented by professional practice and emphasizes practice and application. At the same time, it is full of dry goods and is closely integrated with the daily police work in Hainan.

(2) Scenario simulation

Scenario simulation is an effective way of practical teaching, which is practical and applicable. Aiming at the on-the-job policemen with a certain amount of practical police experience, the simulation of public security, traffic, criminal investigation, police physical and other scenarios in police work will fully exercise the students' comprehensive ability in foreign language use and law enforcement, and play a role in testing the learning effect of the course.

(3) Practical classroom

After 4 days of intensive training, on the 5th day, we will enter the display and comment of foreign police simulation scenarios, aiming to improve the police foreign language practical skills, and comprehensively improve the level of cross-cultural communication and the ability of international police law enforcement cooperation. Make Hainan police play a role in cross-cultural exchanges, international police enforcement, overall national security, and the interpretation of Chinese stories.

The English scenario sketch script was written by the students and revised by the teachers. The students rehearsed, revised and re-rehearsed hard, and finally showed it perfectly. The English plot revolves around the work of receiving, dispatching, and interrogation, and fully demonstrates the common foreign law enforcement problems and the handling process in public security work. Each work is carefully polished, has a compact plot, a tacit cooperation, and a brilliant performance. In particular, the students' high-level English expression has won unanimous praise from the teachers and leaders.

Among them, the first-prize work "Airport Security Check and Rescue", during the security check of foreign passengers and emergencies, the airport security inspectors responded quickly, cooperated with the emergency center personnel and provided timely assistance to passengers, which not only showed the excellent emergency response of the police The handling ability and fluency in foreign languages also demonstrate the professionalism and humanistic care of providing genuine services to passengers while operating strictly in accordance with regulations to ensure the safety of passengers.

In the comment section, instructor Li Xiang affirmed that the students have made significant progress and improvement in foreign language ability, foreign-related legal ability, police work ability, and cross-cultural communication ability after 5 days of intensive study.

6. Training evaluation
